Estimates
Use estimates as controlled ticket workflow records with immutable submitted history and revision support.

A ticket can run through an estimate workflow without turning SupportMesh into an invoicing or payment product. Estimate records are support workflow records, not billing artifacts.
Immutable submitted versions
Estimate content revisions live in immutable estimate version rows. Draft versions can be edited, but submitted and historical versions are intentionally immutable.
If a submitted estimate is rejected, the current product allows a new revision so history remains intact while the workflow continues.
